Is it necessary to apply for a dog-keeping certificate to keep a pet dog
1. Conditions for keeping a dog
(1)Have legal identification or a legally established entity;
(2)Have full civil capacity;
(3)Have a fixed residence (refers to owned property or rented residence for more than six months);
(4)Live alone in the household (refers to non-shared property or sole rental);
(5)Have a dedicated place and safety protection facilities (for unit dog keeping).
2. Application materials
(1)Dog-keeping registration form;
(2)Copy of ID card or unit registration certificate;
(3)Copy of property ownership certificate or lease contract or proof from the neighborhood committee showing residence in a fixed residence for more than six months;
(4)Unit introduction letter and copy of handler’s ID (for unit dog keeping);
(5)Three 1-inch photos of the dog’s head; one 3-inch full-body photo of the dog;
(6)Blind persons raising guide dogs or physically disabled persons raising assistance dogs should provide a disability certificate;
(7)Those raising neutered dogs should submit a neutering certificate provided by the institution that performed the neutering surgery.
