When pets go abroad, quarantine is very important. For pets without health certificates, the vast majority of countries and regions generally refuse their entry, and entry will also be strictly prohibited upon return. The procedures for taking pets abroad are as follows——
1. You must take your pet to an animal hospital designated by the Entry-Exit Quarantine Bureau for vaccination. Because the vaccine requires some time to take effect, if it is a cat that has never been vaccinated before, one injection should be given one month before going abroad, and another injection one week before boarding the plane.
In Beijing, only two hospitals can issue overseas health certificates: one is the Agricultural University Animal Hospital, and the other is Madiang Ornamental Animal General Hospital.
2. Within 14 days before leaving (at the latest one week before leaving), bring your pet and the health certificate from the Agricultural University to the Entry-Exit Quarantine Bureau to handle entry-exit quarantine procedures. After quarantine, a plant quarantine certificate, customs clearance form, etc., will be issued. These documents are needed to board the plane and pass customs.
3. Register at the Xidan Civil Aviation Administration.

Additionally, it should be noted that the UK, New Zealand, Hawaii Islands, and Australia are high-immunity countries and regions, where animals are generally not allowed to enter, or entry inspection and quarantine conditions are very strict. If you plan to bring animals to these countries, it is best to plan early.
There are about three steps for those taking animals abroad.
1. Call your airline to inquire about detailed animal carriage policies.
When booking tickets in advance, inquire carefully whether animals can accompany you. Some airlines allow animals to be kept beside you as long as the cage is never opened. However, I do not know if flights from China to abroad have such arrangements. Air Canada allows animals but charges twice the excess baggage fee, about 2040 yuan; they finally only charged 1700 yuan.
Probably because Feifei is small. Air Canada does not allow pet flights from November to March, probably because it is too cold to guarantee safety.
2. Take your pet to the designated animal hospital to obtain an immunization certificate. I called the Import-Export Quarantine Bureau and a rather impatient Mr. Zhang told me that there are only two designated hospitals in Beijing: one is Anzhen Ornamental Animal Hospital, Chaoyang District, North Third Ring Middle Road, phone 62371359; the other is Agricultural University Hospital, Haidian District, Malianwa Agricultural University, phone 62893036. There is also one at Datun, possibly Beijing Animal General Hospital, phone 64970591. Although I was somewhat informed beforehand, I still went to the nearby Panjiayuan Angel Animal Hospital to ask. They confidently told me they also do this often and some people have used their immunization certificates to go to Taiwan without going to the Import-Export Quarantine Bureau at Jianguomen.
I believed them, and had Feifei undergo an overseas physical examination — ears, eyes, coat, teeth, and appetite were checked. Finally, two injections were given: rabies and a triple cat vaccine, plus ear mite treatment, costing 200 yuan in total. I received a blue immunization book with labels of two vaccines stuck inside, thinking I had accomplished a great task.
3. Use the immunization certificate to apply for the animal entry-exit health certificate.
The address is Jianguomen, phone 65685883. Procedures are handled in the second-floor hall of the Commodity Inspection Building at No. 12 Jianwai Street (opposite Guiyou). The quarantine fee is 31 yuan (cat). After quarantine, an animal and plant quarantine certificate/customs clearance form, etc. will be issued. These documents are needed to board the plane and clear customs. Office hours are 8:30-11:30 AM, 1:30-4:30 PM.
Two days before the cat left, I suddenly wanted to verify this, so I called Jianguomen and found out that only certificates from Agricultural University and two other hospitals are valid, which made me panic. I called Anzhen, and a Dr. Guo told me that technically, a re-vaccination should be done, but since it is not good for the cat's health, I could just exchange the certificate.
So I went, paid 10 yuan for registration, 30 yuan for certificate exchange, no vaccination was administered. I only obtained the two vaccine labels from the pharmacy where the medicine was dispensed and pasted them on the new orange-red Anzhen immunization certificate. It seems they have a self-contained system and often handle certificate exchanges. Then I went to Jianguomen, to window No. 7 on the second floor, which turned out to be the customs declaration office. Behind me were two people declaring their leather coats. Funny. I received a customs clearance form requiring English entries for sender, receiver, animal type, destination port, declared total value (I wrote 100 yuan), quantity, etc. My handwriting was awful, like an earthworm.
The staff furrowed their brows seriously. Eventually, I was sent to the tenth floor, to a room with a goldfish tank in a corner, revealing a bright environment inside where a very bureaucratic young man and a friendly middle-aged official veterinarian worked. I presented the immunization certificate and customs declaration. The man was dissatisfied with my messy handwriting and printed an official health certificate form in English: Animal species: CAT, Scientific name: CAT, Animal type: CAT. This certifies that this or these animals are from a non-rabies epidemic area, have been vaccinated, and please allow entry.
Signed by Official Veterinarian XXX. Then, according to routine, the man was supposed to check my cat, but since she was very scared and did not come out, the male officer, quite impatient, skipped the physical exam and stamped a big red seal. Then they walked away for a while. Taking the chance, I flipped through their record book and found that yesterday someone brought over 10,000 goldfish to the UK (not easy, soon after it became 9999, then 9998) and two dogs to Luxembourg.
Then I carried Feifei down to the second floor, paid the 31-yuan inspection fee, waited for the customs form to print, and sat on the sofa for over half an hour. Finally, I received three copies of the health certificate and an export goods clearance form. Note that the health certificate is only valid for 14 days from the date of issue. Therefore, handling it one week before departure is sufficient and no need to do it too early.
4. Put your cats and dogs into an airline cage and take them to the airport for CHECK IN, then buy tickets at the airline counter.
